Increase in substantiation requests for debit card swipes at Wal-Mart

By Ric Joyner, CEBS, GBA, CFCI

eflex is experiencing an increase in requests for substantiation by our software and debit card systems.

Our research shows that Wal-Mart uses two separate data bases for inventory control of FSA (flexible spending account) debit card swipes.

To define further, the debit card is swiped at the point of sale (cashier) and verifies which expenses are eligible for flex debit cards or is paid with another mode of payment.

Apparently, one FSA inventory control database is not working correctly, and Wal-Mart has indicated it may be fixed by October.

We do not know which Wal-Mart’s are affected, and thus the situation appears random.
