This morning President Obama signed the health care reconciliation bill, which amends the health care reform bill signed one week ago. Both bills are extremely complex and guidance and implementing regulations will be needed from both Health and Human Services and the Internal Revenue Service for significant portions of the bills. However, one aspect of this legislation is certain – not since the passage of ERISA itself has there been such a sweeping and comprehensive piece of legislation affecting employee benefits. The attached Legal Alert provides a path for employers and group health plans to follow as they work to comply with this new legislation.
